The Distinction

Tagline: Distinguish the Throne as the hub of execution and the Senate as the forum for deliberation.

The Throne — Federation Command Center

| Attribute | Detail | |-----------|--------| | Symbolic identity | Reach and Grip | | Function | Operational Cockpit | | Location | Sector 07 | | Operator | The Catalyst | | Purpose | Dispatch directives and manage system health | | Role | Issues Directives — execution and command interface to convene Council and address the Senate |

The Throne is where commands originate. The Catalyst operates from Sector 07, dispatching directives across the Federation and managing system health from this cockpit.

The Senate — Deliberative Hall of Perspectives

| Attribute | Detail | |-----------|--------| | Symbolic identity | Mind and Eye | | Function | Channel for Collective Intelligence | | Members | The Council + the Ring of Perspectives | | Purpose | Process truth and ethics | | Role | Addresses Logic — oversight through multi-faceted review rings (3, 6, or 12) |

The Senate is where reasoning happens. The Council and Ring of Perspectives deliberate, examine logic, and apply multi-scale review before a directive is confirmed valid.

Governing Principle

Both the Throne and the Senate are governed by the 95% Truth Gate (DIR-000). No command may be issued from the Throne, and no deliberation may conclude in the Senate, without passing 95% verification.

Architectural Significance

The Throne/Senate split enforces a separation of powers:

This prevents unilateral action (Throne executing without Senate review on high-stakes decisions) and prevents deliberation paralysis (Senate debating without the Throne to issue and close directives).
